It looks like both Invoices were created ~8 seconds apart. Have you ruled out the possibility that the customer accidentally left the payment flow after the first invoice was created and created a 2nd one?
That could very well be. If you look at the Payment Intent that's attached to the Invoice that didn't result in a charge, you should be able to see if 3DS was attempted: https://dashboard.stripe.com/payments/pi_3Lnm9bL9NSQkHZNx1FndpwPR
