but not sure about the 10 subscribed users part.
For this you could use Volume pricing. For example first 10 units are free like this

Because if I set a free trial of 3 months for this sub, I guess the volume pricing structure won't work even if it has +10 users.
If instead I don't use a free trial, then after 3 months if the tenant does not have +10 users, we won't charge them anything. Maybe I should manage that part manually? i.e after 3 months, if tenant has < 10 users, upgrade the subscription automatically, or something?

Right, got it. So the only missing part is that after 3 months, I should manually update the subscription to a paid one if it's still free
So yes to achieve exactly what you want you could for example:
- Create the free trial, and as soon as they go over the 10 users, update the subscription to remove the trial
- Or no trial but use the volume pricing, and after 3 month you update their subscription to make sure they pay at least $x
