You can't add mandates that existing outside of Stripe. You'd need to re-collect that mandate using our payment UIs (Elements, Checkout)

The current PSP is a self-hosted CiviCRM system, so contacting the current PSP is my customer.
Ok, then you need to reach out to support as per the link with an export of the data you want to import to Stripe
After requesting the data transfer from your previous processor, let us know. Stripe can import your customer payment details (such as credit cards and bank account information for ACH and SEPA payments) and billing address information. Stripe can’t, however, import any subscriptions—these need to be recreated separately.
Ok, I will ask them in what format they want the data. I have full access to the database, so can deliver it in many formats.
