Similarly, platforms outside of Malaysia, with connected accounts in Malaysia, will not be permitted to collect application fees on the charges on the Malaysian connected account.

well they can, you can facilitate a payment(perform a Direct Charge with the connected account), your platform is just not able to take a cut of that payment with application_fee_amount
