AFAIK and as mentioned in the documentation for Standard account, that could be set only from the Dashboard.

A bit of a different setting, but we couldn't find it in the docs so far. Is it possible to set settings.dashboard.display_name and settings.dashboard.timezone via the API for Connect accounts?

Yes you can do that using the API, here is the reference in the documentation:

I see we already found these links, however this is the response object. Are there docs to set this attribute? it seems like this can only be get via the API and not set

not possible no. There are a few settings you can control for Standard accounts(with https://stripe.com/docs/connect/platform-controls-for-standard-accounts we expanded them) but for the most part they are full Stripe accounts the person owns and controls themselves
