Blocked one states that there was previosly_declined_do_not_retry but as you can see in first failed one I cant see anything similar to that.

nor where we can see how many of those are happening.

This is our custom retry mechanism in place which tries to charge again failed charges in 1,3 and 5 days, but we start getting these blocked attempts after first attempt to charge payment

Thanks for sharing all of this information,
After deeper analysis, It look like the charge was approved by the network but blocked by Stripe End because the card is marked as non-retryable, I invite you to reach out to Stripe Support as this is not a technical integration issue:

Additionally, it looks like there is some actions need to be taken on your Account, you probably to reach out to support for that
