They have told me the error message says that I have to contact stripe

If that was a card, probably you can just try another card
I don’t have another card. I just need to be unbarred from my the one I have.
I would suggest contacting with your card issuer then. Probably they are the one disabled the card.
Anyway it would be helpful if you have the concrete error message to share

I have contacted my card issuer. They don’t have any bars on the card.
That sounds like coming from the card issuer indeed. But yeah after 24 hour you would be able to try again
