Without knowing much more about your integration at the moment, I think working with Radar and requiring customer logins may be good first steps. That said, feel free to reach back out here if there's anything else we can help answer as you work through this

Ah, that's something you'll need to build out within your own application / the logic used to handle authentication before a customer reaches (or has access to) a checkout page

There's no single toggle to stop or pause payments on Stripe for your account. You can pause payments a few different ways: roll your API keys, make the checkout pages inaccessible to your users
