Since you've enable treasury, you'd need to pass in financial account ID when creating the issuing card as shown in the example here

I believe so, Our team on discord doesn't know much about treasury unfortunately.
Looking to see if I can find something that'd help clarify this

As far as my understanding goes, if you have treasury enabled and are using a treasury issuer program, you must specify a financial_account that the card will be attached to.

If you don't want this behavior then I'd recommend that you reach out to our support team to see if they can suggest any workarounds here
