hello, I'm not sure about the answer to that, I recommend asking the Support team but I imagine this is a limitation really, the Dashboard only takes live mode bank account numbers and that is required for topping up even in test mode

you can ask the Support team at https://support.stripe.com/contact about this limitation, you basically need to add a livemode payout bank account first
