the problem is the week before i created a connected account..it was working fine...payments and payouts were enabled

because in UK...its not mandatory
and it got created successfully with payment and payouts enabled

As explained, they're not always immediately required. You're expected to track this via the requirements.eventually_due field on the Account object and provide them when necessary
Equally there are thresholds that can be hit on the account which will trigger additional verification
