To achieve what you are looking for , you need to use destination charges, and set application_fees_amount=0, then your platform account will pay for the Stripe fees from your balance and the connect account will receive the complete amount.

What's the difference between platform account and connected account?

Bit of a broad question. The platform is the primary account (normally the application/service) in which the connected accounts connect to. There's an overview here: https://stripe.com/docs/connect/accounts
