You can still update certain data, such as description and metadata on a confirmed SetupIntent. But you can't update the other data such as payment_method and customer.

Can I use setup intent id to make a payment

You can't. You'd use the payment_method object (pm_xxx) returned on the successful Setup Intent to create and confirm a subsequent Payment Intent
