I think payouts for all connected accounts are blocked and throwing back payouts_not_allowed error. I have triggered it for 23 different accounts and all returning the same error.

Thanks for the IDs. From my end I can't see the root cause of payout failure. so I'd suggest you to follow up with Stripe support again. If you already have a ticket with Stripe support, send me the ticket number so that I can make sure they follow up.

oh noo. alright. I don't have the ticket number yet. I only have email thread sent by stripe support. Should I forward you that email? And how should I get the ticket number from this request?

btw, I have only encountered these errors payouts_not_allowed before today when connected accounts are not verified or missing some documentations.

However, for now, it is sending this error back even when connected account is verified which I find it very strange.
