hi! that's normal, the dashboard only gives you those two options.
On the Developer/Overview there are three API versions
listed:
those would be versions that you've made API requests in recently on your account
the version you want for your endpoint really depends on the code you're running on your endpoint server and what version that would like/need to work with. If the options for latest and default that the dashboard gives you are not enough then you can use the API to create an endpoint in any version. https://stripe.com/docs/api/webhook_endpoints/create#create_webhook_endpoint-api_version
