Here we don't know much about woocommerce and dokan. But I can try to help with the Stripe part of the question.
however when I deactivate the test mode, the 3D secure does not start.
What does that mean exactly? Can you share a PaymentIntent ID (pi_xxx) with this issue?

Oh, you are using Stripe Express? Then I'm not sure I understand your question. What exactly are you trying to do?

I am trying to activate 3D secure for all bank cards. By default with Dokan I had a stripeconnect account linked. So I wonder if I can make these settings with stripeconnect, since I don't have access to the classic stripe settings.

It looks like you have a Stripe Express account, which means that you'll want to speak with the Platform that you're working with (which created that account for you) to understand whether that is an option their integration offers and if so how to enable it.
The Platform that you're working with controls how they integrate with Stripe, so they'll be the right group to talk about how they are doing that. That would be either WooCommerce or Dokan.
