Not random, since it is dependent on processing speeds of the data servers used by Stripe and that is correlated with a number of other factors (e.g. traffic, load, networking speeds) but it is definitely variable

Looking at the last 60 minutes of Payment Intent creation (longer timelines would take forever) I am seeing an average duration of 1.1 seconds. But you asked worst case scenario
So I do see a 20 second maximum time for the API call to finish
Happy to help. Now I'm trying to get a histogram of this so I can see the distribution. I suspect it's heavily weighted to the lower end (the average will skew higher due to a few outlier values).
Okay, yeah the biggest bin (by an order of magnitude) is 0-0.5s. The majority of requests complete in that time.
