You can't test out the app in production, no. So you couldn't have another account download the app. You can only run the app locally to test on your account.

Yes. If the App isn't going to be used on your account, then it must go through review. You can share it with team members (that are on your account) without review. See: https://stripe.com/docs/stripe-apps/distribution-options

Is there any way to distribute the app only to select Stripe users? Especially if the integration still has kinks to work out

Sorry just to clarify something else. What is the term "Stripe Connect Platform"? Does my app become a "Stripe Connect Platform" when it is published on the marketplace?

No it will be a Stripe App
