If you don't specify country when creating the account then we use the country of your platform: https://stripe.com/docs/api/accounts/create#create_account-country
You do need to know the country of your Connected Account user before creating the account, because the country of an account cannot be changed after creation.
As noted, recipient agreement isn't supported for US Connected Accounts as this agreement is only meant for cross border payouts which would involve a US platform and a non-US Connected Account.
You can still use the same fund flow with a US Connected Account, you would just use a full service agreement
