That is odd. Have you tried creating an Account Link? This should generate an interface that collects all requirements listed in the requirements property of the Account record.

That's the original intent but if you reuse them it will create a portal that will try to collect any additional required information

From the screenshot, it appears that you'd need to complete Identify Verification. When this 'Complete Identify Verification' is clicked, does it not show next steps?

I see, as for next step, I'd recommend reaching out to https://support.stripe.com/contact and they will be able to help further on why the identification document is declined.

Depending on if the account was created as an individual vs. business etc. the required documents vary. Here is some guidelines, https://stripe.com/docs/acceptable-verification-documents. However, as far as provided documentations being declined, our Support team will be able to better assist.

I'm unsure, it could be related but again Support will be able to help with the Dashboard piece. From the API, it appears that the tax.id is eventually due.
