We charge 10USD, then it gets transferred to a connected account and it gets exchanged to CAD. The Cross-border transfers percentage is for the USD in this case, right?

So 0.25% of the 10 USD is going to be the cross-border transfers fee.

Yes that is my understanding but I'm really not an expert on fees as I focus on helping with API integrations. I'd recommend working with our Support team (https://support.stripe.com/contact/login) about fee questions. I'm happy to help with any API questions!
