Hello, looks like that comes from Google's Requirements. We just want to flag that so people don't put too much effort in to using us for in app payments just to have their app rejected

If you are unsure whether you need to use Googles's in-app purchase APIs in your specific scenario, you can reach out to our support or Google Play's support. I think their support would know for sure so I would recommend starting there
