There isn't a maintenance mode (so to speak), but you can disable the endpoint from the webhooks dashboard view and re-enable it when you're done doing maintenence: https://dashboard.stripe.com/webhooks

Keep in mind it will retry all the webhooks that would have been sent when it was disabled
