They should be able to update payout details on the Express dashboard. https://stripe.com/docs/connect/express-dashboard

It doesnt as they cannot
As in they cannot access the dashboard? Or can they go to the dashboard but that functionality is greyed out?
The latter
They cannot actually update their bank info
They contact support and support sends them a message saying we as platform have to do
But we are Express not Custom so we cannot do anything...
do you have an example account ID acct_xxx that has that problem?

I don't know unfortunately — I'm not seeing anything immediate obvious in that account or yours, and that Express account has a both a EUR and GBP bank account right now and has added/removed accounts in the past. I'd suggest reaching out to our support team at https://support.stripe.com/?contact=true with example accounts IDs and as much context as you can (screenshots from the end-users of their Express dashboard for example ) so they can help. This Discord is mainly for developer focussed questions, we don't know much about this side of things.
