hi! you can onboard them yes, that's not a problem. Certain funds flows won't be possible though since they might involve cross-region transfers.
if it's Standard Connect with Direct charges then that won't really be a problem

regarding what specifically? There's nothing really that says you can onboard accounts in other regions, but you can(and can confirm in test mode)
