I probably don't understand what Connect is exactly (so correct me if I'm wrong here), but we don't use it at the moment. We're trying to integrate Stripe into our SaaS product to manage subscriptions.
As far as I understood, Connect is for integrating with external services, it's not our use case.
Can we do this without using Connect?

Not really true. Connect is a gigantic suite of products used to facilitate business-to-business (B2B) transactions

Just for the sake of clarity: there's a website with our product that we want to integrate with Stripe to handle subscriptions. That's pretty much it
There isn't a way to restrict country using the Billing Portal specifically. You would need to use an alternative solution (e.g. not the Billing Portal) on your end to ensure that customers don't select certain countries
