Hello! Have they spoken to someone/the bank that has issued the card? Typically, with these kinds of failures we're just relaying whatever failure we get from the bank (which is out of our control) so it's best for them to contact someone that can look into the specifics of their card

They've been communicating with Apple
Apple confirmed it's not insufficient funds, it's "other"... high volume of fraud or "merchant server site invalid"

I can take a quick look, but you may have to talk to support if it needs a deeper look at your account - do you have the Payment Intent ID?
Yeah it's as I mentioned - all we see on our end is the decline from the card issuer saying it was because of insufficient funds. They need to get more details from Apple and ask them for next steps about how to make this charge work

They also claimed this, "Citizen's Bank declined it as well and there was enough money there."

I see that one declined for a different reason, but it was still declined by the card issuer
