I'm not the most well-versed in fees as I focus on the API. Most of the Connect fees are explained here: https://stripe.com/connect/pricing as I'm sure you have already looked at. Yes, you should be able to create Connected Accounts in other countries (recommend just testing this in test mode to confirm). And the fees should be charged based on the Connected Account being active which is based on payouts occurring to their associated external account.

The question about price is because in Brazil the price of connect account is different from US, for example.
Did you try to create the Connected Account in testmode?

Can you elaborate? Actions taken in the dashboard still interact with our API and usually generate request logs.
