but not the Description of the Payment that the Express Connect Account sees in their dashboard
that's the charge.transfer.destination_payment https://stripe.com/docs/api/transfers/object#transfer_object-destination_payment

you set the description by calling https://stripe.com/docs/api/charges/update#update_charge-description , using that ID (the one of the destination_payment) and passing the Stripe-Account header set to the ID of the Express account.
