It's up to the issuer bank decide whether a 3DS is necessary and there's no way to disable 3DS.
In US market if the issuer supports 3DS(which is 90% of the issuers). How are all transactions being performed as non 3DS transactions ? Are by default all issuers doing non 3DS transactions ?
Although 3DS is not widely used in the US, the issuers are still required to support 3DS.
If you disable this, transactions that require 3DS will always fail.
So as I understand.
Stripe by default requests non 3DS transactions. But if issuer bank asks for 3DS then stripe requests 3DS transactions.
But currently, in most cases issuers banks do non 3DS only .

I would say if issuer bank or Radar rule asks for 3DS, because you can also specify a Radar rule to request for 3DS.
What is a Radar rule ?

So if I set radar rule to request 3DS . Will all transactions be 3DS or not.

Yes, Stripe will request 3DS if the rule condition meets.
