Not sure I understand. I am the platform, allowing others to connect their Stripe accounts. I want to allow the Connect accounts to create a coupon so their customers can apply it at checkout. I'm trying to test this payment flow. Can I as the platform create a coupon for one of the connected accounts via the Stripe Dashboard?

Oh, yep, you should be able to do that. I thought you wanted the connected account owners to do this themselves.
You can view the Dashboard as a connected account by navigating to the account in question and clicking on the ••• button.
After that you can create a coupon on that account.
