The capabilities hash reflects the status of the account (i.e. what functionality is enabled). The requirements hash reflections information required (either now, or in the future) in order for the account the onboarded/verified and for those capabilities to be active

So in that particular example, everything is disabled as there's information due now that we require to verify/onboard the account
