So no way to query an account's fee structure? I know some accounts get better rates. Card present also has a different rate.

That is correct, there is not a way to query the fee structure on standard pricing.. It would be the same as here, https://stripe.com/pricing unless a price was negotiated then in that case, they should know this data themselves.
