It stays in draft for about one hour after creation: https://stripe.com/docs/billing/subscriptions/overview#invoice-lifecycle
all of our invoices have taken an hour, except this morning we had a bunch scheduled for 8am PST and they only finalized recently. Is this considered normal behavior?

Okay, after digging through our internal system reports, it looks like this is a delay on our end. When the system that handles our automatic invoice transitions takes on more load, it will deprioritize test-mode invoice transitions in order to make sure that the live-mode invoices advance on time.
In live-mode, you can expect to see this transition happen in less than 3 hours the majority of the time (hence why we say "roughly one hour"

👋 Just wanted to give a quick update - there are still folks working on getting this fixed, but it hasn't been fully resolved yet. We don't have a specific timeline yet, but I imagine things should be getting back to normal soon. Feel free to head out if you need to - this is primarily affecting test mode, and shouldn't have an impact on the finalization of your livemode invoices as far as we can tell
