You can definitely pay out to accounts in countries other than the US.

A CA platform can have connected accounts in Canada and transfer funds to them to pay out.

The US-only part is that a US platform is able to onboard connected accounts in other countries, and pay money to them. Platforms in other countries can only pay out to accounts in their own region(https://stripe.com/docs/connect/account-capabilities#transfers-cross-border)

The US-only part, which might be what you see in the doc is that a US platform is able to onboard connected accounts in other countries, and pay money to them. Platforms in other countries can only pay out to accounts in their own region(https://stripe.com/docs/connect/account-capabilities#transfers-cross-border)

I'd suggest just continuing with building the integration in test mode reflecting your scenario and see if you hit any specific errors.

the docs are a bit misleading unfortunately but a CA platform with CA connected accounts will work just fine and you can take payments and transfer funds and control payouts. If you run into any specific problem when building this in test mode let us know!
