hi! you can know it after the fact when doing reporting but not really directly at the time of a payment or from the API. The "Connect fees" like the payout fees and bulk account fees and such are charged as bulk adjustments to your balance monthly as far as I know and you can get reports breaking them down.
You could write some logic to take an application fee that would cover everything and fine tune it over time.
