@pearl quest yes it can. It's up to the bank here. Some will ignore the CVC for a $0 authorization for example.
Also SetupIntents save the card details but don't always reach out to the bank to validate.

It's also more than abnormal to do a SetupIntent and immediately after a PaymentIntent, that's usually the result of an incorrect integration/design
