You can manually trigger emails for invoices from the Dashboard. Alternatively you can find the HIP URL from the Invoice object: https://stripe.com/docs/api/invoices/object#invoice_object-hosted_invoice_url

They're not identical no, but they share UI elements. One is to pay an invoice, they other is to collect payment details.
