It does look like we have Radar enabled on the test account, and turning it off seems to have the setup intent work. Is there a more granular way to manage this?

oh wait, I found the Radar tab now -- let me play around with this.

Yeah looks like we had a rule to block credit cards. When I used a test debit card, it went through. Thanks!
