You have a couple options but you do need to wait on that second event to consider the refund successful. There is a small chance of a refund failing but there is a chance so your integration could potentially miss that if it doesn't listen to the second event.

So yes, looking up the data either on your side or Stripe's side would likely be the way to handle that second event
