You would just create a bank account for that country and include all the necessary details: https://stripe.com/docs/api/customer_bank_accounts/create#customer_create_bank_account-source

You will need to onboard them via Stripe Connect though, and that has its own onboarding process. It's not as simple as just creating payouts to banks on a global scale.
