1/ No this isn't possible. These fees occur on transfer — you would need to adjust your application fee here to account for these fees. There isn't really another way to handle this.

2/ We aren't super familiar with fees here as we are focused on the API so you may want to double check this with our Support team (https://support.stripe.com/contact/login) but my understanding is that the conversion fee here for a destination charge is based on the country of your Connected Account and the conversion fee involved for that account's settlement currency. So in your example it would be 2%.
