Not entirely sure, I'd image the Analyst role should be sufficient or any role that can create payments

Ah thanks, so if I get someone up in the Analyst role they should be able to create invoices from pre-made products?

I'm reading from the same page you are. I'd guess any role that can create payments will also be able to create an invoice
