I found out that the invoice will be charged and finalized in 1 hour. I need the charge to happen as the invoice is created.

Hey, yes you are right that draft Invoice usually takes 1 hour to finalize and charge. Let me look closer on the Sub Id

That's a standalone Invoice. It's different with Invoice within Subscription

It's expected that Subscription, created by Subscription Schedule, will generate all Invoices which needs 1 hour to finalize. You can speed up by calling Finalize Invoice API on your own
