We don't have rules to handle upgrade and downgrade differently yet. It's something we've heard regularly and want to build in the future, but no short term plans

yes if you built this yourself end to end it's doable

Unfortunately building it end to end is not an option right now but it is good to know that it is achievable.

I understand that there is no official way to achieve my requirements using Customer Portal only. But do you know if there is any workaround to achieve what I want using Customer Portal only (without building a custom integration)?
