yes with Stripe Connect you have 3 types of Accounts: Standard, Express and Custom

when creating the account you can specify the country https://stripe.com/docs/api/accounts/create#create_account-country

or leave it blank to have the default value(your Account's country)

yes once you create your account in a country you can't change it
