as far as I know those payout and active account fees are bundled up and taken as an adjustment from your platform balance once a month.

they're not charged as part of the processing fee on individual payments

as far as I know none of these fees are calculated in test mode since like I said, it's done once a month by like a billing pipeline that looks at your payouts over the last month and calculates the amount and adjusts your balance for it, and such a job doesn't happen in test mode.
