You can see all events hitting your webhook endpoint in the Dashboard yes.
Note that capability.updated would happen on your connected account and that would only be sent to your Connect webhook endpoint

Overall the easiest is
1/ Create an account
2/ Add a new capability
3/ See the event!

I am looking at /test/developers with test mode turned on - is this the right place to see webhooks for connected accounts?
