When you say accounts what are you thinking of, a full direct Stripe account with its own dashboard and API keys and such, or a Connect account of some kind?

What we need is a way to be able to create separate webhooks on this account (for Stripe Issuing product). If there's a way to create a connected account with this functionality, that'd be great

why does it need separate webhooks?

I think I'd just create a new account in the account dropdown chooser in the top left of your dashboard, you don't have to activate or provide any info if it's just for testing.
