Are you able to clarity who the merchant of record would be? Can you help me better understand the fund flows? Like are these subscriptions being charged on the Express Connect accounts and you're seeking to attain % of those transactions?

From re-reading, it sounds like the Platform account is the Merchant of record, where payments take place and you're seeking to send funds to your connected accounts. In this case, yes you'd need to listen to the webhook and can transfer funds to the connected account, https://stripe.com/docs/api/transfers. However, if the charges are made on the Connected account for these subscription, you can pass an application_fee: https://stripe.com/docs/billing/subscriptions/connect#collecting-fees-on-subscriptions.
